What happens after the storm, before the rebuild?

There a quite a few Floridians who have ridden out many storms over the years, but any time you are dealing with mother nature, you know that no two storms are ever going to be the same.  Many people have ridden out the storm with little to no damage and the next big one has completely different results.  The before picture is of a coastal restaurant that was completely flooded by storm surge during Hurricane Hermine.  What many people do not realize is that the clean-up can be more time consuming and sometimes more costly than the rebuilding of damaged property.  The after photo is a picture of what is left after storm demo has been performed and the owners now have a clean slate with which to rebuild their livelihood.
